Structure and governance
The current membership of the Board consists of the following:
- 15 external governors
- 1 staff governor elected by and from professional services staff
- 1 staff governor elected by and from academic staff
- 1 Academic Council Staff governor (this is currently undertaken in a job share capacity)
- 1 Student governor
- President of the Students’ Union

Jane Hoskins (Chair of the Board of Governors)
Jane joined the Board in 2013 and was elected Chair of the Board of Governors in 2017 and, through her position, is an ex-officio member of the Infrastructure and Finance Committee, Human Resources Committee, and the Senior Postholders and Vice-Chancellors Remuneration Committees. Jane is also Chair of the Nominations Committee.
Jane has over forty years' experience in human resources, mainly in the public sector, with experience in local authorities, the police force and a national organisation representing the interests of all local government. Jane is also a Board member of the Universities and Colleges Employers Association.
Bahram joined the Board in August 2020 and is a member of the Audit and Quality Committee. Currently, Bahram is President of the Higher Education Policy Institute, a member of the Higher Education Commission and a member of the Higher Education Authority of Ireland. Formerly, Bahram was the founder and Director of the Higher Education Policy Institute and Director of Policy at the Higher Education Funding Council for England (HEFCE).
Roger joined the Board in February 2018 and is a member of the Infrastructure and Finance Committee. Roger is co-founder and managing director of DigiThreadz and a non-executive director of a number of companies who specialise in the citizen-centric transformation of public services, health and social value, including non-executive director at Portsmouth Hospitals Health Trust.
He is a former senior civil servant with experience in information solution architecture, supply chain and software intellectual property, particularly for human centred/citizen enabled services, data and cloud-based technologies.
Jenny joined the Board in August 2017 and was elected Chair of the Infrastructure and Finance Committee in 2019. Jenny has over twenty five years’ experience of working in the public sector and over fifteen years working at a senior level in national organisations.
She is a qualified CIPFA (chartered institute of public finance & accountancy) accountant. Jenny has broad ranging experience which includes over ten years of external audit experience (both financial and value for money audit) and also has considerable experience of leading and developing lobbying and communication strategies, developing corporate business strategies, and delivering national research programmes and policy development.
Mark joined the Board in August 2020 and is a member of the Infrastructure and Finance Committee. Mark is Chief Executive at Portsmouth Hospitals University NHS Trust. Mark first qualified as a nurse before moving into general and senior management roles within the NHS. He has worked at senior director level at a number of high-profile London hospital trusts, including Deputy Chief Executive Officer at Moorfields Eye Hospital. He also held the role of Managing Director at Whipps Cross, and in the newly merged Barts Health NHS Trust he became Executive Director for Delivery. Before taking up the post of Chief Executive at Portsmouth Hospitals University NHS Trust, Mark held the role of Regional Chief Operating Officer for the Midlands and East at NHS Improvement. Mark is a member of the Policy Board of NHS Employers, South East Regional Talent Board and is on the Board for NHS Elect.
Bishop Christopher Foster
Bishop Christopher Foster joined the Board in February 2014 and is a member of Infrastructure and Finance Committee.The Rt Rev Christopher Foster has been Bishop of Portsmouth (Anglican) since September 2010. Bishop Christopher studied economics at Durham and Manchester Universities, and theology at Cambridge. He has also been involved elsewhere in the HE sector as a lecturer, chaplain and governor.
Claudia joined the Board in December 2017 and was elected Chair of the Human Resources Committee in 2019. Claudia is also the Chair of the Senior Postholders and Vice-Chancellors Remuneration Committees.
Claudia has over 25 years of experience working as an HR Director in matrixed, multinational and corporate environments. She is currently an HR Consultant, providing solutions to clients in the areas of Talent Management, Team Effectiveness and Diversity & Inclusion.
Liz joined the Board in August 2020 and is a member of the Infrastructure and Finance Committee. Liz is Chief Librarian at the British Library and an executive board member and a Trustee of SCONUL (the UK National and University Library Directors’ group). She has over twenty years’ experience in the modern university sector, most recently as Director of Student and Library Services at Teesside University. A Principal Fellow of the HEA, Liz is a Fellow both of CILIP (the Chartered Institute of Library and Information Professionals) and the RSA.
Vineet joined the Board in August 2020 and is a member of the Infrastructure and Finance Committee. Currently, Vineet is the global CFO for the Global Business Services (GBS) segment for IBM. Previously, he was Vice-President and Chief Financial Officer for IBM Europe. Vineet has been with IBM for close to 20 years in a series of progressive financial roles across the US and Europe and prior to that he worked for Allied Domecq in various commercial/sales roles.
David joined the Board in August 2020 and is a member of the Audit and Quality Committee. David is a former Partner at KPMG, where he spent 20 years as a corporate debt adviser working with a wide range of public and private companies and not for profit organisations. Prior to KPMG he had a number of roles in retail and corporate banking. He is a Trustee of The National Foundation for Educational Research (NFER) and is a member of the NFER Audit Committee.
Frances joined the Board in March 2015 and was elected Chair of Audit and Quality Committee in 2018. Frances is also a member of the Nominations Committee. Frances is an experienced Board director and business leader with extensive knowledge of the international energy sector.
Paul joined the Board in 2013 and is a member of the Audit and Quality Committee. Paul spent over thirty years in the oil industry as a Finance Professional, with overseas postings in West Africa, Eastern Europe, East Africa and the Far East. Over the past few years Paul has also been working as a volunteer in the local Citizens Advice which involves helping clients with many and varied problems and issues.
David joined the Board in August 2018 and is a member of the Human Resources Committee. David is currently Director of Planning at Twitter UK. Previously David worked at PHD where he oversaw PHD’s planning product on brands such as Sainsbury’s, Warner Bros, Mondelez, YouTube and the BHF. Prior to PHD, David worked at Mindshare and Zenith Media.
David joined the Board in 2016 and was elected Deputy Chair of the Board of Governors in 2019. He is a member of Infrastructure and Finance Committee, Nominations Committee, Senior Postholders and Vice-Chancellors Remuneration Committees.
David is an entrepreneur and B2B marketing specialist, having founded and overseen the growth of a number of marketing consultancy companies. He was formerly a main board director of Portsmouth Football Club and is currently a director of the Heritage and Advisory Board and Chair of the Presidents Group.
Chris joined the Board in February 2018 and is a member of the Infrastructure and Finance Committee and Human Resources Committee. Chris is a Fellow of the Royal Institution of Chartered Surveyors and is a retired senior property executive with over 30 years working within and leading the real estate functions for major retail businesses including WHSmith plc, Tesco and Marks and Spencer as Group Property and Development Director.
Chris has previously held non-executive roles as a Board member of the British Council of Shopping Centres (BCSC); the Chair of the National Conference of the BCSC; a Board member of the British Property Federation and of the New West End Company.
Elected staff governors
Lyuda joined the Board in August 2018 and attends the Human Resources Committee. Lyuda is the Professional Services Staff Governor, elected by and from the University of Portsmouth professional services staff. She is a Project Manager in Information Services Department at the University.
Professor David Sanders
David joined the Board in August 2018 and attends the Human Resources Committee. David is the Academic Staff Governor, elected by and from University of Portsmouth academic staff. David is a Professor in the School of Engineering at the University.
Academic Council Nominated Teaching Staff
Dr Catherine Carroll-Meehan
Catherine joined the Board in August 2019 and is a member of the Nominations Committee and attends the Infrastructure and Finance Committee. Catherine is a Teaching Staff Governor (job share) nominated by Academic Council. She is Head of the School of Education and Sociology.
Dr Jenny Walden
Jenny joined the Board in August 2016 and is a member of the Nominations Committee and attends the Infrastructure and Finance Committee. Jenny is a Teaching Staff Governor (job share) nominated by Academic Council. She is the Associate Dean (Academic) of the Faculty of Technology.
Tim joined the Board in August 2019 and attends the Audit and Quality Committee. Tim is a Student Governor and has been a student of the University of Portsmouth since 2012 having completed his Masters degree in Civil Engineering here. He is currently a PhD research student in the School of Civil Engineering and Surveying.
President of the Students' Union
Helena joined the Board in July 2019. She is a member of the Nominations Committee and attends the Infrastructure and Finance Committee. Helena is the President of the Students' Union, which makes her a Governor ex-officio.
Vice-Chancellor of the University – ex-officio
Professor Graham Galbraith
Graham has been the Vice-Chancellor of the University since September 2013. He is an ex-officio governor of the University ex-officio. Graham sits on the Infrastructure and Finance Committee, the Audit and Quality Committee, Human Resources Committee, Nominations Committee, and the Senior Postholders Remuneration Committee.
